Not necessarily. I can think of others:

1) High number = lousy lay. Counterintuitive but if she's good, her relationships will last longer and some of her hookups will come back for more, both of which tend to result in a lower number.

2) Being promiscuous could be a sign of mental issues you want to avoid.

3) The more previous partners she has, the lower the odds of making a marriage work. There are peer reviewed sociological studies confirming this. If you're looking to settle down, someone with a high number might not be a good candidate.

Health is a lesser concern as you can test for STDs.

That has not been my experience. My best by far was a chick who was well known for getting around. Hell, I dated her for a while. If it would've been lousy, I would've GTFO. Your statement below explains that

Anecdotally, my experience has been the opposite.

There are much better ways to gauge whether someone has mental issues.

Not everyone is looking to get married.
