I'll throw out Neil Diamond, Van Morrison, and Randy Newman.
Obviously the best is subjective but all of these guys are very prolific songwriters.

Was coming to post Townes Van Zandt, but I see that was already a popular pick. IMO Townes is the best musical storyteller ever. I could listen to him all day every day.
