It was never meant to be a needs based scholarship. They have Pell grants and shite for that.

This. Plus merits based helps at least to some extent to insure that kids getting TOPS have some sort of demonstrated potential to succeed in college and not just waste a year of $$. Of course even then there is a percentage that will drop out but giving it to people who can't even establish basic merits based requirements is just throwing money away.
