If this is the guy I'm thinking of, he didn't receive a scholarship offer from anyone, but held a press conference at his school where he "committed" to Cal.

Decision day was between Cal and maybe Az State. Puts the Cal hat on in front of his whole high school, everyone real excited for the kid. Turns out that he not only didn't have a scholarship offer from either school, he didn't even have communication with the schools whatsoever. Just made up his entire recruitment.
