I know of some people who didn't have great ACT scores but still succeeded in college. One of those people are going back and getting a second degree in engineering. ACT scores are no measures of intelligence.
eta: now i see the original point of the OP. Sorry. I think it's really stupid to refuse to raise academic standards because some people can't keep up.
If everyone is held to the same standard, that's not racist.
Holding a particular race to a lower standard than other races is the definition of racist.

I made a 31 on mine and whether or not a person does well on an ACT or SAT test matter to me about zero.
The ability of a person to do most jobs has very little to do with either of those tests

Standardized tests are a proven method to measure aptitude for the majority of students. The outliers are not an indication of efficacy, or lack thereof.
In short, if you're not scoring above a 20 on the ACT, there is a high probability that you are not going to be successful scholastically.
Your anecdotal evidence is akin to my suggesting that a 4-year degree from Harvard is useless because Bill Gates dropped out and became wildly successful.

i made a 23 yet im on my last semester in electrical engineering and i have a 3.5 gpa
there are soooo many people that do well on the act and dont make it in college it's pretty bad

Democrats/Liberals.. they wont do what is right or fair, especially when it affects minorities, simply because that is their voter base. Politics isn't about what's better for the people... its about politicians doing what will keep them in office. Liberal mindset has no room for outworking or out performing others, its all about "average".. this only serves to diminish society as a whole. "Why work hard, when I get it anyway...?" It is growing like a cancer.
