The rule is three years removed from high school. Jeremy Hill was a true sophomore who was drafted because he sat out a year for *cough* personal reasons.
ETA: My mistake. It is three years. That said, it is possible for a true sophomore to be drafted if there are extenuating circumstances: see above.

That's the MLB rule....NFL is 3 years removed from high school...no age stipulation at all. Enjoy the downvotes.
"Players who have been out of high school for at least three years are eligible for the NFL draft. The rules do not state that a player must attend college, but virtually all of the players selected in the NFL draft have played college football."
