"Rocked" kind of narrows it down to Joan Jett and Debbie Harry (maybe Benetar).
The rest of these gals are either exclusively or primarily pop princesses or too different (Lauper) to really compete in this category. (ETA: Or are essentially 1- or 2-hit wonders).
And Jett, Harry and Benetar are the giants, relatively speaking among your choices (I guess by the 1980s, Ann Wilson was a little too "substantial" to be a vixen, but Nancy, maybe?)
I would go with Joan Jett for your title question - although I prefer Blondie and Pat Benetar from a subjective standpoint, musically.
(And does Jett's status as a lesbian revoke her "vixen" credentials?)

Like 14 - underaged as hell. Good thing I was/am about the same age.
Dodged a bullet on that one. (I think she was 15 or 16 by the time they recorded the "I Want Candy" video - so still pretty pervy, but, again, she's a little older than I am, so I figure I'm safe.)
(ETA: A bunch of the Runaways were when they hit, but more mild - like mainly 16 and 17).

Terri Nunn is still attractive, saw Berlin a couple of years ago and she looked good.
