Kahr CM9 or SW Shield (you'll have to buy online to get under $400).

You didn't even give us a size category.

But for a general purpose, full sized 9mm I'd say the Ruger 9E. You can find them for around $350.

Or if you go to the used market and pick up a S&W M&P, Springfield XD, or Glock.

Bought my wife a Ruger LC9s yesterday from Cabelas for $300. It was $100 off and I'll get $30 back in Cabelas Cash

ETA: I have the SR9c and I like it a lot also.

Interstate Guns in Hammond has the Shield for $359 this weekend. I carry mine daily, and it's a great little gun. (It is a single stack, FYI)

You need to take advantage of that.

I'm about to get some full sized M&P 9 police trade-ins in stock. They will be 349.95 + tax excellent condition internally, some holster wear on the outside. This is right up your alley. If you're not in BR shipping to your FFL would be $6 USPS priority flat rate. If you're interested hit me up

Is this for everyday concealed carry, keeping in your car, for your home...? It depends a lot on this.

Take a look at the Tri-Star CZ75 clones. Excellent shooters for less than $400.

I'm going to major shite for this, but look at hi-pernt (Hi-Point). I bought the .45 a couple of months ago and have put a few hundred rounds through it with no problems. I'm going to get the 9 as soon as I make my way back to Cabela's. Price is under 200.

I got a sig p228 that I'll sell to you for 425.

It is used - heavily - but it will be more reliable than any new piece you buy at 400 or less.

If this is NOT going to be a gun for concealed carry, I'd look at a police trade in or possibly a used gun at a gun store. Unless you know guns well, the police trade in would be a better choice. Police trade ins have usually been carried a lot, shot little and maintained for by the armourer. I bought a police trade in Glock M19 a few yrs ago for $350 and was pleased. It looked kinda rough, but shot just fine. Police trade ins are more commonly in 40 S&W than 9mm, Many will have night sights. Do a google search for Police trade ins. The full size M&P already mentioned sounds like a pretty good deal.

You can get a new S&W M&P 9mm for around the top of your budget if you shop around online. I got a brand new M&P 9mm a couple months ago for $415 total after transfer fee and shipping. Plus there was a S&W rebate at the time so I got an additional 3 mags for free.
