Actually, if you read the Breyer dissent you'd find that all of the SCOTUS justices concurred with the idea that 2nd Amendment protects an individual right (Stevens was more concerned with stare decisis than actually substantiating the "collective theory") though some of the supporting pieces of those dissents were very poorly thought through in some cases out of context with the core of the Heller case.
