It's speculation at this point but it's not outrageous to make the jump that he purposely allowed Boys to have a firearm on his person during and after his arrest.
Did he know the guy prior to them arresting him? Did he have some beef with the cop that got killed.
Something stinks

I have a feeling this ain't over. This story will have more officers arrested and/or fired.

Doesn't seem logical, as Officer Johnson would have no way of knowing that Officer Holloway would eventually attempt to transport Boys to Central Lockup.
But this article gives a pretty good summary of what's happened so far.
LINK
So Officer Johnson and Officer Morgan respond to a domestic disturbance call. Boys' wife claims Boys shot at her with a .40 caliber weapon. Boys' wife hands Johnson a box of .40 caliber bullets from her home that belongs to Boys. Johnson brings to evidence neither the box of bullets, nor a .40 caliber firearm. They arrest Boys for aggravated assault and bring him to the 5th District station for questioning.
Officer Holloway volunteers to keep watch of Boys and transport him to Central Lockup.
En route Boys, handcuffed behind his back, somehow gets his hands to the front and shoots Holloway in his torso with a .40 caliber firearm and squeezes through the partition in the squad car to escape.
The next day, an NOPD recruit and his trainer spot Boys getting onto a public bus, with cuffs still on his wrists, the chain broken. Boys is arrested for the murder of Officer Holloway.
When a supervisor noticed that Officer Johnson didn't mention the box of bullets in his initial report, Johnson is brought in for questioning. After denying knowing the whereabouts of the box of bullets, Johnson leaves the interrogation to go pick up his child. NOPD detectives tail Johnson, and he is observed pulling over and grabbing a box of bullets from his trunk. Detectives then lose track of him for a while, until later catching up with him.
When he returned to the station for questioning, he is confronted about the bullets. After initially again denying knowledge of the box, he later admits that he took the box from his trunk and later discarded them in a nearby canal.
That's pretty much where we are now.
The biggest question right now seems to be, why did Officer Johnson intentionally violate protocol and withhold/tamper with evidence? And why did Boys have access to a .40 caliber firearm when he was transported to Central Lockup by Holloway?
Here's another potentially interesting twist in the story from last week (mentioned briefly earlier in this thread).

The way it's being reported, Boys' wife/GF called the police because she said that Boys took a shot at her. Police showed up and confiscated the woman's .38 and ammo. The officer also took a box of .40 ammo and a spent .40 shell casing that supported the woman's story. However, the police officer did not confiscate Boys' weapon. The speculation is that the same gun was used hours later to kill the officer in the squad car.
I think the officer who responded to the original call is trying to cover up the fact that he didn't confiscate Boys' gun but I don't see how he could possibly know that the other officer would be transporting Boys much later.

I guess it would make sense that Johnson would hang on to the box of bullets if he was trying to cover his arse, knowing hours later a .40 caliber firearm was used to kill Holloway.
But that doesn't make sense that he would have withheld the bullets to begin with for that reason, since he could not have predicted that the .40 caliber firearm would be used in a subsequent murder.
To me, it comes down to two scenarios: 1) Officer Johnson is so completely lazy and incompetent that a perfect storm of frickups allowed Officer Holloway to be murdered. Or 2) Officer Johnson's actions/inactions were purposeful in nature. That is, he intentionally did not mention the alleged .40 caliber weapon specifically, even though that was the weapon Boys' wife claims Boys fired at her; he mentioned to his partner (via body cam) the desire to have left the spent .40 casing at the original crime scene; his frisking of Boys (via body cam) intentionally resulted in Boys maintaining possession of the .40 caliber firearm.
And even then, Why is still the question.

Maybe the answer is as simple as the first officer intended to keep the box of ammo for his own personal use but your lazy theory is just as plausible.

I guess it COULD be that simple. But that doesn't really explain why Johnson didn't make a serious effort to locate Boys' gun. If he just wanted a free box of bullets, he still could have done all the other things right.

Looks like Johnson has a history of suspensions for mishandling/downplaying domestic disturbances. So it's looking more and more like laziness/incompetence, rather than conspiratorial.

Maybe, but I'm betting he was just lazy and didn't want to do the paperwork to log in the bullets as evidence. Then after the shooting tried to cover up the fact that he didn't log in the bullets and he should have know Boys was armed by getting rid of them.

If he were a criminal mastermind he'd probably have ditched the bullets the day this all went down instead of waiting. It strikes me a nice blend of lazy and dumb is the winning combo here.

The 2nd officer who owned a property near where Holloway was murdered, and where a set of clothes and a link from hand cuffs and a set of bolt cutters were found, has still not been cleared by NOPD.
Again, she and her son are being investigated for possibly aiding/harboring Boys during the day long man-hunt.

I know I've seen a lot of people imply some sort of setup or intent but I still think the simplest explanation is this original cop is probably criminally incompetent and doesn't care about the domestic and wants to head home so he's cutting corners and being lazy. Then boys gets free and runs to a nearby friend that happens to be the son of a cop
What's mildly terrifying is that NOPD is criminally understaffed and probably has a terrifying percentage of guys that would like to be anywhere but there. Throw in a force that is probably more intermingled with the criminal element than most cities.... Lots of potential for ugly stories even without conspiracies- just low skill level, indifference, proximity and a challenging population.
I'm not saying the crime levels are good but at this point it seems like it's just luck that nothing has set the city off in a really dangerous way.

Possibly, but the fact that the cop mother has not been cleared yet makes one wonder.

Well at least cops are not robbing convenient stores and shooting their partners or killing witnesses.
