I think it can too, and from what I've learned from lubed up older Venitian Islanders, late summer is the time. My new neighbor lives for tarpon fishing, but has done most of it between the mouth of the river and Grand Isle In mid summer to fall. Hooking up with one sounds like a rush and I hope it happens.
in the meantime, I'm happy catching trout and reds.

There's a reason the Tarpon rodeo is at the end of July. They get thick off the coast at the end of summer. But there are definitely fish all over at different times. I've seen them in fresh water canals off of Bayou Black. I've been out looking for them right past Timbalier Island. Think we marked some on the fish finder, but never got a definite sighting. It's extremely exciting when you hook one, or even just get into the school. It's extremely boring for the other 90% of the time. You're basically just floating out there looking for signs of fish. I got lucky an caught my only Tarpon in the first 2 hours of fishing. I don't think I would have ever gone back if I would have had a long weekend with no fish. But once you hook one, you know how exciting it can be.
