I'd have to be PRO. In the mutant world, wasn't it like only 1% of the people that had powers? That'd be over 2 million in the US alone. So maybe not that many. But those type of powers are dangerous and the mutants/superhuman couldn't just walk around unchecked. There would have to be ways to keep them inline, identify them when they do wrong and capture/punish them. Dare I say..

In the comic world, I'd certainly be against us given that the government in comic books varies between corrupt and incompetent.
In the real world, I'd probably be against straight registration for everyone, due to the violation of their civil liberties. There's no individualized probable cause to invade their reasonable expectation of privacy.
That said, I'm also against vigilante justice. You start fighting crime in the street, you're liable for collateral damage. All that property damage? That's on you. You kill someone? You go to jail. You're not the legal system.
