much of it, yes. it's an intentionally tongue in cheek movie. the FBI guys were satirical portrayals. that should've been obvious by the obnoxious moves they made along with their names

Eh. The little names game was by far the most believable angle.

The movie had some legitimately clever and on-edge aspects to it, at least partially ruined by the helicopter nonsense.

It's written from the point of view of a beat cop. pretty much everyone, except the 2 beat cops, the wife of a beat cop and the main bad guy are caricatures. I'm pretty sure it was written by a beat cop that wanted to take shots at all the people he hates
