I always name Virginia in these threads. There is no conceivable reason for them to suck so consistently for so long. Tremendous resources, fertile recruiting ground, incredible campus, beautiful stadium, excellent academics, great tradition. It doesn't make sense.
Agreed but one of your reasons doesn't fit. Here is a hint. Virginia doesn't have great tradtion. If not for George Welsh they wouldn't even know what a football is.

Unlike most of the UC system, San Diego St does have a larger student body, a bit less strenuous admissions and a rich recruiting ground.
However, and perhaps similar to some of other western universities mentioned, the issue mainly comes down to not enough people caring all that much.
Too many students, alumni and general people in the community who actually are football fans tend to be much more avid NFL fans.
San Diego state isn't in the u.c. system

I think Cal is a good answer. There's talent there and it is a great place to live.
Colorado doesn't have the great in state talent to make you think they are an automatic. Nice place to live but not exactly beach front property.
Virginia is a solid answer with teh talent in the area. One of the North Carolina schools should be able to make use of that as well... but, evidence notwithstanding, they all think they are basketball schools.
Either USF or Miami should always be good. Even with great FSU and Florida programs the amount of leftover talent in their region is enough to make them consistent 10 game winners.

North Carolina should be a perennial threat for the playoffs.
In the 70s and 80s, the Heels were a consistent bowl team.

Akers flamed out in 1984. Brown was hired in 1998.
So 14 seasons out of 123 total? I can only surmise that you went to SMU during the late 1980s/early 1990s.
Ever heard of Dana X. Bible? Bobby Layne? Tom Landry? You don't win nearly 900 games with numerous sustained stretches of mediocrity.
You are welcome to review Texas' all-time results here

Yeah, I worded that a bit awkwardly. Intended to simply say SDSU admissions aren't as difficult as Berkeley, UCSD, UCLA but then added the "most" since I'm not really certain about the rest of the UC system like Santa Barbara, Irvine, Davis etc . .

1. Colorado: With the town, the state, and the tradition they established in the 80s and 90s, there's no excuse for this team to be a complete doormat.
2. Tennessee: They've had a 10-year hangover, but they're showing signs of coming out.
3. Illinois: I can't believe this team just fights to be bowl eligible. Every now and then they pull a Rose Bowl or Sugar Bowl out their arse but they should be better than that.
4. Purdue: That program has been clueless since Joe Tiller left. Well...before he left, technically. This is the school that gave us Brees, Everett, Griese, Dawson, etc.. Now they're a joke.
5. (tie) UNLV/Hawaii: I know the schools' commitment to football is weak, but come on. It shouldn't be hard to get at least 3-star talent to come to Vegas and Hawaii.
All those have one thing in common: Lack of a strong in-state recruiting base.

These are elite schools that are going through some temporary tough times. The OP, imo, is more referencing the schools that have consistently been mediocre/garbage.
