All the change in the world from the side of the Police isn't going to have any affect on the other side's desire to change. Crime won't magically drop. Education won't suddenly become a priority. Unwed mothers won't disappear.

Things from the side that wants change will go back to "normal" if the police change. This is the problem.

I would go so far to say that things will be worse when the Police change because they won't be able to serve as a buffer to the rest of the community any longer.

I think the Police should indeed refuse to enter Ferguson. Let's see how the citizens react to being alone with their own.
