Are dump trucks not required to have license plates anymore?

I have seen 1 or 2 license plates on the back of dump trucks over the past few months. None of them have plates anymore.
I understand that they probably get ripped off when they dump some of the material. but how is this legal? if they cause an accident there is no way to identify them.

In Louisiana, a single license plate on the front is legal.
They are vocational trucks, the regulating bodies understand that the rear area of a dump truck is not a good place for a license plate.

Working brake lights, signals, and operable windshield wipers seem to be optional as well.
Bald tires that that throw treads at the first sign of heat are standard equipment, though.

It's possible some heavier trucks can be registered with the state and pay a one time fee to the state instead of getting tags every year in their county/parish.

Louisiana law reads:
The permanent registration license plate assigned to a trailer, semitrailer, motorcycle, or other motor vehicle shall be attached to the rear thereof. Notwithstanding the foregoing, the permanent registration license plate assigned to any truck having a gross vehicle weight in excess of ten thousand pounds or to any dump truck may be attached to either the front or rear thereof. For the purposes of this Section, dump truck means any truck with a bed that raises to dump a load. The permanent registration license plate shall be so displayed during the current registration year, except as otherwise provided herein.

All commercial trucks have the company name on the side. You can find out who they are by that
