I don't think it's the NCAA approving it, it's the five power conferences who are meeting today to set their own rules.

I think the five power conferences are also going to approve paying their athletes some amount of a stipend as part of their scholarships. That might come as early as today. The other conferences will be free to do what they want to do but won't be excluded from paying the stipends or forced to pay them.
