Oklahoma must be a really awesome place if one of their lawmakers biggest concerns are people wearing hooded sweatshirts. They must have solved all the ordinary problems of the modern world and are now able to focus on situations such as the great hoodie epidemic facing our society. God speed.

You are actually correct and I was wrong. It is a proposal that basically allows a cop the authority to determine whether someone is attempting to conceal their identity. This is not going to go well for their legislators.
The author also attempts to declare it an emergency situation in Oklahoma right now in an attempt to push this through faster.
