I think the "alleged" part of the "alleged rapist" is just what media does, not wanting to get sued.

there's a good chance he was completely innocent and the real rapists are now long gone after hearing this story.

maybe if India had a justice system, or society for that matter, that prosecuted rape, victims wouldn't have to go through extrajudicial means to get justice

The media definitely overuses the "allegedly" title even when it is clear that the person did it, but sometimes it actually means allegedly. This could be one of those times. It isn't something where it would be obvious that the "alleged" rapist is the guilty party.
