Each side does what it thinks helps their chances. It's not too hard to figure out.

but i thought it was ok to regulate exercising fundamental rights as long as you used "common sense" to describe the regulation

The purpose of requiring a photo ID is to ensure that the only people who vote are those who are legally eligible to vote. How does ensuring that the only people who vote are those who are legally eligible to vote help either side? How does it hurt either side?
