Pretty sure Texas is already like this. I'm looking into getting one now. There's a "showroom" in Austin where they will show you the car and discuss all the features with you but they can't discuss price and can't broker a sale. They just kinda direct you to the website for further info.

Can courts overturn this kind of nonsense? It reminds me of the casket debate in Louisiana where the monastery was making nice wooden caskets at a fair price and the dumbass funeral homes were blocking them from selling the things. I think the courts ultimately got involved.
