I've been saying this for years. He doesn't have to throw for 300 or score 30 points. He's not elite.
He doesn't lose games but he can't carry the team like elite QBs can.

Not elite doesn't make one a game manager though. There have been 4 truly elite qbs in the last 5-10 years.
