What if someone could afford the kids when they had them but lost their job or became disabled or sick? Do we punish them, too?

This has got to be someone's plan. Anyone with half a brain would realize that socialist programs basically pay stupid people to reproduce more than everyone else. I read earlier today that educated women were deciding not to have children because of the current economy, and that something like 500k children will not be born to them this year, as a result.
Isn't that the exact beginning of Idiocracy? And that guy had most of his movie funding yanked.

I agree.
You should have to post as bond the cost to raise a child through age 18 before you're allowed to have children. (about 250k) Then you are allowed to reduce the bond amount by 1/18 of the total amount per year.
If you want to have sex without posting the bond - you'll be required to use birth control and to purchase unplanned pregnancy insurance.

Deep down a little part of me longs for the Starship Troopers model where in order to have kids you have to be a Citizen, not just a civilian, which means you have to volunteer for military service and serve your country first. Citizenship is earned, not a birthright.

About 10 years ago I had to kill some time in the library before a meeting. So, I got out some micro fiche from old newspapers...like the 1920s. There was a front page story from Boston that demonstrated how different things were:
"Mary Jones sent her 8 year old daughter out on the front steps of their brown stone to sell apples to passers by. Police investigated and arrested Miss Jones charging her with being an unfit mother."
