Based on his rap sheet you'd be hard pressed to make an argument that killing was outside his ability.
If you've read his facebook rants please explain how his post about how his peeps was driven out of Israel is sane. And how that relates to the teachings of Islam.

Then there is the problem of the millions of Muslims that are not willing to engage in extremism themselves, but support the activity through various channels, and the even larger group that passively support it by simply being willing to look the other way. The scale of problem is enormous.

He is a terrorist. His actions were by his own admission, terrorism. He quoted the prophet, call for Jihad, denigrated freedom, posted beheadings, and eventually performed one

I love the stupid 1-2 percent theory. As if there's not numerous Muslim countries where entire populations of women are subjugated, abused, and brutalized to the higher degree... in the name of Islam.

So the fact that he made the ISIS hand sign, shouted "Allahu Akbar" while sawing off a woman's head, posted pictures on social media of ISIS leaders with the caption "some of my Muslim brothers" etc etc are all irrelevant? Or are we wishing those down the rabbit hole?

All true. However, those countries are not fully of extremist terrorists looking to export pan-Islamism or the Caliphate. My point about the 1 to 2 percent (and, fine, you want to say that's on the way low end, so be it) - is that is poses a significant threat as any army we've ever faced - a 10 to 25 million man pool from which to draw terrorists like the frickers who executed the 9/11 operation and are currently causing trouble in a dozen countries (or more).
And I'm against Sharia law, too. Rule of law is better than any theocracy, Christian, Jewish, Muslim, Buddhist, Confuciansim, Taoist, Shinto, Pagan or otherwise.

Just for the record, since people love to say things like this, I'm pretty sure that most people would be fine not taking any big steps to fight terrorism if you could guarantee them that their and their loved ones chances of dying due to FUTURE terrorist attacks is lower than being struck by lightning.
But you can't possibly do that. Clearly terrorists want to kill a lot more Americans than they have since 9/11. Can they? It's up to your side to prove that, in the absence of our "fear-driven" countermeasures, terrorists still wouldn't be successful here on a grand scale.
I'm not happy about the Patriot Act. I'm not happy about us trading freedoms for security, and it would really suck to have traded freedom for security from a trumped up risk. But it is not obvious to me that terrorists couldn't be successful here if we didn't take measures to prevent them from killing a lot of Americans.
And your stats about car accidents and lightning strikes don't change the equation very much at all. I'm not worried about what terrorists didn't accomplish from 2002-2014.
