That is not accurate.

The law in CA states that police can't just walk up to people and demand ID if there is no probable cause.

If someone is involved in an investigation, by CA law, the police have the right to ID that person. And if that person does not provide ID, the police have the right to detain that person in order to confirm their ID, by law.

So there is no gray area where she might be right.

Then why wasn't she arrested?

The phone call in and of itself isn't necessarily cause for ID.

Either you or Kramer is wrong. I wish one of you would admit it so the rest of us could follow along and know which one was talking out of their arse. Then we would know who to discount in the future as a blowhard.
