I know what he means, basically that when pursuing a woman most of the time they say no initially but in their mind they want you to work for it before they say yes. It's usually obvious if you watch their physical response rather than verbal. It's part of the game.
That said, this was stupid if Rush to say and he does conservatives no favors by saying this type if stuff because it can be taken out if context and used as ammo to perpetuate the war on women meme

So, according the the university policy Rush is talking about, consent for sexual activity cannot be given while intoxicated. I'm assuming this means that anyone that gets consent from an intoxicated person has committed rape, if not criminally, certainly with regards to the university.
Therefore, to be assured that one does not commit rape, one would literally have to perform a breathalyzer upon receiving consent for sexual activity. Any girl that willfully engages in sex but has a BAL .08 or above has been raped in the eyes of the university.
Why don't you focus on that insanely oppressive policy that progressive culture has wrought rather than what Rush Limbaugh says tongue in cheek?

I swear, the man is a double agent or something. He does nothing but preach to the choir and when he gets the most mainstream attention, it's almost always for something offensive. The DNC should cut him a check, if they don't already.
