Make tax code friendlier to stop business inversion? Surely you jest

No link because it came across CBS News radio a few minutes ago. The Dept of Treasury's answer to slowing down the rate of US companies moving over sees is to impose new penalties in a punitive manner. Spokesman for DoT stated in the blurb they can act while 'waiting for Congress.'
Never a thought as to why these companies are leaving and how to make the US a more business friendly environment, apparently.

While I agree with this statement, what other administration tried to fix the corporate tax structure?

Reagan did in 1986. Raised corporate taxes and decreased the tax base.
People complain about the "49%" who don't pay any federal taxes, but that is mostly due to the GOP who were the ones who wanted it that way in the first place.
Also, the GOP was able to successfully shift income to the top 1% rather dramatically in just one year. Their 1986 reform package did a lot to get us to where we are now in that regard when it shifted 5.1% of all U.S. income to the top 1%.

That was actually my point. Reagan also raised the top individual income tax rate too.

Yeah, GOP backers often do not know what they are talking about with their own party and taxes. Especially when talking about the 49% that don't pay anything. Probably wouldn't be that way if the GOP had not dropped the lower tax brackets in the first place.

Our tax code is the ultimate example of tyranny of the majority. No one pays a "fair share". The majority pays too little. And a slim majority pays almost the entire bill. It's sad really.
