both repeat offenders for substance abuse. Prater initially was going to get a 1 year suspension but somehow got it knocked down to 4 games.

There are different guidelines for alcohol under the NFL substance abuse policy

I haven't found any factual evidence that Prater was in Stage 3.
I doubt his lawyer got him out of a year long suspension that quickly had he been in Stage 3.
