Most of my funds are averaging between 6% - 15% for the year, but one of my Small Cap Growth Funds is around -1.75 for the year which makes up about 28% of my allocation so it is bringing my total YTD down a bit. My question is should I re-allocate or keep buying low in hopes it turns around and goes back up?

What fund is it? Small caps have been taking a beating the past year, but some are still up.

Probably one of the ones that are down.

Noticed the same in my portfolio and did some "research". Was actually reading a couple of these article last night. Take them FWTW. Personally I have no insight, but have noticed my small cap funds under-performing as well.
Investors still backing small caps, despite Yellen

I would leave as is. The whole point of a diversified strategy is to reduce risk, some years different funds are going to do better. But unless you are really good at this, its doubtful you know which. My keeping funds diversified, you reduce your risk and hopefully provide consistent returns.

You pick a set of allocation percentages that suit your risk profile.
And rebalance according to it.
Don't chase the current leaders.

small cap growth remains EXTRAORDINARILY valued.
so if you believe in such things, I'd steer clear awhile. if you think this is an opportunity, rebalance in
