But Russia's enemies are not our enemies, so I can understand why the FBI might not feel compelled to devote resources to folks who up until then had only been interested in killing Russians. I also wouldn't expect the FBI to be alarmed if the British warned us about an IRA terrorist who was coming to the U.S., or if Spain warned us about an ETA terrorist.

Apples and oranges.
There have been many, many Chechens killed in Iraq, most notably in Fallujah. So, yes, in this case we did share a common enemy.
