You should really talk to a counselor or someone who could actually look at your degree audit and help you figure out your next move based on the classes you have already taken.
If you can find one that will actually help..
If not get a degree, find a job with a good company. From my understanding, Businesses have begun looking outside your traditional business related degrees for filling jobs.
After you get into the workforce, GPA doesn't mean shite or as much.

What do you eventually want to do in film? Creative, production, legal, administrative, writing, direction? Or do you want to do special effects, editing, mixing, etc? What you want to do will determine the best way to get started in the industry.
Are you staying in La or do you plan to move to L.A.? Do you want to do movies or television?

Go to a community college for industrial safety or something. Two year degree, much more affordable, good job market.

Yep, and every branch has public affairs departments that make tv shows and do reporting g and things like that. Might be something he's interested in. Or he could become a spec ops ninja, kill a shite load of bad guys, then come back and be a consultant on war movies.

Why the frick would you go from engineering to film? You need life guidance, not major guidance.

Former coworker of mine just joined Navy Reserve as a nurse. She is single and young(24).
Makes me wish I would have considered something similar when I was single and young. She has to travel to San Diego once a month (I think?)and stay on a base with a beach...oh the horror!

If you get a P.E. degree you WILL get a job right now.

Not at all unrealistic. So you would need to start with an internship or work as a Director's Assistant. It would give you the most experience in your chosen area. Also, look to work on independent and self-financed projects to beef up your resume and help you get future jobs.
Also look into community theater for director experience.
For the writing piece of it, try to find a writer's group in your area that you can join. Check out Meet-Up Groups in your area. Most are free. Check books out of the library on screen-writing and check into getting screen writing software. Find copies of scripts of movies that you like and read them. If you want to be a director, look for scripts with director's notes. It will give you a feel for what scripts look like and how directors come up with their direction for the show. For writing, look for scripts with editor's notes.
There are lots of ways to get experience and get your foot in the door. But some of them do require lots of hours, crap pay, and second jobs to pay the rent. But worth it if it pays off for you.
Good luck!
