Normal logistics of a Presidential visit ties up a lot of law enforcement and traffic in a city for hours before, during, and after a visit.
Doing so in the middle of nightly riots with the local, county, and state cops, plus the national guard, deployed would probably require a law enforcement presence from across Missouri or from other states

Because Obama and Holder reflexively assume the Police are at fault everytime something like this happens, they bear some responsibility for this train wreck.
From the very beginning they should have said, that we are going to let the legal process take place, find out what the facts are, and then take it from there. If we in the Feds feel as if the rights of the deceased are not being protected, we will be on the authorities with both feet.
They should have made it more than clear to so called leaders, from Sharpton to Jackson, to local community leaders that lawlessness would not be tolerated, and they should think twice before stirring up trouble.
Instead, they gave the on one hand, and on the other hand, shtick, which showed that they doubted the impartiality of the local authorities, and which weakens their legitimacy in the eyes of the locals.
This is not the first time in race relations that Obama has "never missed an opportunity to miss an opportunity".
