Pretty sure a certain percentage of the cost goes to conservation and protection of national refuges

No, it's a flat fee of $15 from the Feds and $5 from the state. Just like a big game or saltwater fishing license, its in addition to the regular hunting license.

My reference was to "they" as in the government has no control over private land. And there is no requirement for a private landowner to sign an easement.

Is that from DUs website? If that trend were continued, I would love to pay more for a duck stamp. I just have a tough time paying more now if its all going to private easements when there is still publicly-owned land that can be improved.

That tax revenue is earmarked to be sent to the individual states under Pittman-Robertson. The funding is distributed to the states, but states are required to match $1 for every $3 of federal funding. It is to be spent on hunter's safety and shooting programs, habitat, and research.
I have no idea if it has been allocated and distributed. Larry would have to answer that.

As to DU, those nets they built at the Arky border to short stop the ducks that belong to us in LA are the problem. Until the nets come down i can't support them.

I'm saying that transparency is good. The fact that they have to report annually, and account for where the dollars go, means that there is LESS likelihood that the money gets spent elsewhere, like so many other Federal programs
