Public land duck hunting question

My buddy claims he's found a spot to duck hunt in SELA that's not a NWR or WMA but can be hunted publicly.
Don't have a clue where it's at but in the OB's opinion is that even possible? I was under the assumption that if not a NWR or WMA chances are it is private and/or not open to the public for hunting.

Ever been to the average WRP in Dec or Jan? They got more ducks at my local golf course. Landowner pockets the money then deer hunts. He couldn't give a shite about duck habitat.

I've stepped foot on many wrp lands in LA and MS. The few good ones benefit only the landowner. The bad ones are a wonderful example of government work at it's finest.

Private interests. How can you want to pay private landowners for duck habitat but don't want to pay other sectors or industries subsidies? Just because you think it's important?
The breeding ground is one issue. What is done on WRP lands in Louisiana is a joke (yes there are a few exceptions). But for the most part it's wasted money directly to the landowner and it provides no additional habitat.
