Harris was shot while moving the car after he smashed into various vehicles in the parking lot, including police cruisers. Magee said at the time he was worried for his safety, and those around him, so he opened fire. Harris was shot dead. Magee also suggested Harris had some sort of weapon.

If she struggled she would probably be arrested for resisting arrest so I don't think rape would do it either.

Stories like these make me wonder why anyone would work for the sheriff. As police you can basically kill, steal, frick shite up, etc. and at worst you're thrown back to desk duty.

Maybe but they COULD have received a lot more. The kid told the officer he was drunk but the officer instructed him to get behind the wheel and that ultimately caused his death, thats huge! Also, the fact that the dashcam didn't come on until after he was shot was huge. They could have easily received 7 figures.
