There aren't really "plays" in soccer. Its a spontaneous game that is played by players. Not played by coaches using players as nothing more than tools in their game. Thinking by players is required.

For dead ball situations, teams do have set routines.
In open play, what teams work on in training is attacking patterns, spacing between one another, and general movement. There are no pre-planned plays in open play, but there are movements that the players are accustomed to, or expect from other players and certain pre-determined strategies that you can see play out during a match.

I was watching the Netherlands/mexico, and they went to commercial during the cooling break... I hope they don't change the rules to have "cooling breaks" in every match now...

It's only allowed if it's hot enough so the players won't dehydrate because of the heat.

the point is they allowed it, commercials got shown, and someone made money. it's a slippery slope.
next the EPL and MLS will have them, and the temperature needed will be lowered, then when it's cold they'll have hot chocolate and call them "warming breaks"

I think it would be great strategy to call one and set up proper alignment for a corner kick or a penalty kick.

For all you asshats calling it "a stupid fricking question", need to realize that in the sports biggest event they have to have referee called water breaks because there is no way for the teams to stop the games themselves. I mean wtf is that shite?

Players constantly take water breaks during soccer games. Ever noticed before a corner or when someone goes down with a cramp they take sips of water.
They are trying something new with these water breaks. I think mainly to try and figure out how FIFA can justify playing in Qatar during the summer, and not interrupting the European money making leagues.

One of the beauties of soccer is that there are no timeouts, and no commercials. Only break is halftime.

Yea except for the fact that they are stopping the games for water breaks now...
Hell, make the timeouts 1 minute with the clock still running, since Soccer is so obsessed with not stopping the clock
