It's because you're harassed by able-bodied men who smell of booze and who intimidate people into giving them money. There are people who are truly in a low place, but there are a lot that make it hard to sympathize with the group overall.
Not many of us have the ability to stop and assess the genuineness of someone's need (but note, we're much better at it than the government).
Not everyone that's homeless is what you described. Many are people who suffer from mental issues and have no place to go because there's no more room for them at the inn so to speak, being kicked out of hospitals because there's no more room for them. Even still, a person who has made some bad choices in life and gotten them to the point of addiction and homelessness does not give me the right to pass them off as sub human, but in need of our compassion. Given the right set of circumstances, I hate to tell you, but every one of us could have easily found ourselves in similar states as they find themselves in. Not everyone goes through the same shite in life, has the same support system or mental abilities. Recognizing that is the first step to not only being very grateful for what you do have, but finding compassion for those not as blessed as you have been.

So wouldnt you be for a process by which every homeless person gets a roof over their head, a bed, 3 meals a day, exercise, and a possibility toward a better life?

Life itself on this planet is fleeting. If we are to accept your hypothesis that any person can snap and be homeless in an instant without much of a push then can we not accept the opposite hypotheses, that some homeless people may be able to turn their situation around?

No, someone shooting up heroin does not infringe on any of my rights. If they do infringe on someone's right, such as robbing, etc. then throw them in jail for that.
