Take a look at La. R.S. 33:2-4. These statutes say that once the signatures are certified, the governor is to call a special election to determine whether the area listed in the petition is to be incorporated. These statutes do not specifically address what happens if an existing city attempts to annex part of the area defined in the petition. It think reasonable people can argue it both ways, but SG has a good argument.

I already read that earlier today. And the certification process has been described as taking months to complete. That's why the July deadline looms for the signatures to just be submitted.
By the time the certification process is complete and the result is sent to Jindal, the MoL, BRGH, et al, would already be in the city of BR.

And I see it the opposite way. I would think no areas could be annexed once the signatures are certified and the guv calls the election. But before that? I've found nothing to support that idea.
