At least Ron is widely popular with true conservatives. Rand has enough broad appeal to satisfy the more establishment side of R voters. He is a lot different than his father.

If Jeb could win the GOP primary, he could probably win the general. 2016 stands to be good for the GOP after 8 years of Obama. He's a little too liberal for the conservative base, but he's the Bush with the chops to actually be an effective President.
I doubt he's conservative enough for the primaries and the conservatives don't want to risk running another Bush who they think will be weak because of his last name. It's mostly the too liberal thing though.

Not even comparable. GWB was a bad president. He's not personally unpopular among conservatives.
