Wait, so he walked up and stabbed the kid in the neck for no reason, and then agreed to not remove the knife when the mother asked him not to, and then hung around for EMS and police to arrive to the scene and got arrested?

And how did the mom not pull the knife out and start stabbing this thug with it?

Would have shot. And then curb stomped.
And then, I guess suffered the consequences.

Valid assumption. I concur.

Because pulling the knife out could make the kid bleed to death. The knife exerts pressure on severed blood vessels, so it reduces the bleeding until it's pulled out.

That's amazing awareness on the part of the mom. 99% of people watching their toddler get suddenly stabbed out of nowhere would either flip out or pass out.

Yeah, this is a bizarre story all around.

Accused sticking around after the crime, the mother seemingly staying rational through it all. Just bizarre all around.

Probably like the third time this week one of her kids got stabbed.

WTF? Really?
The kids parent should have had a little more situational awareness.
Any time my kids are playing outside, I'm no more than 20' away.
If I was with my kids at a playground and someone looking like that walked within 100', I'd be moving closer to the kids.
There is absolutely no reason for a 21 year old thug to be anywhere near a group of preschoolers.
IF this kid was from the apartment complex, I'm sure the residents had a slight clue that he was mentally unstable.

I guess I'm the 1% that would've pulled out my pistol and put a round in each one of those tattoos on his face.

1. It's impossible to determine who is a thug and who isn't
2. The 21-year-old could have a kid in the school
