I registered a boat I bought cheap from a friend so I could flip it. No title and no registration. Wasn't that hard but had to trace the VIN number off the hull with a pencil and paper and take it to TPW reg office. . Some how I got a new title and registered it in my name. Before I would go that far take the LA Numbers Or boat serial number and have them checked to see what comes up.

was that boat ever registered before you got it?

Go the hull numbers and LA numbers for the boat...went and looked at it. Def needs work but its all easy stuff. Motor runs awesome. If i call and can get a registration i might offer him like 300 for the boat.

Have you contacted the registration office and asked what your options are? I bought a boat in similar fashion here in GA and it was not that hard to do.

Without reading the details already discussed...
I'd call Wildlife/Fisheries and ask them your question... they're the ones you have to convince...
Plan to trailer it? Now you have to convince the Dept of Motor Vehicles... I'm sure that's a pain, but they probably have a process to do it...

It will all boil down to whose name the registration is in right now. I understand there is no paperwork, but it is in someones name.
If in the sellers name, you might be in luck. He can file for lost title, go through that process and you should have paperwork in your hand by the end.
If in someone elses name (possibly who he got the boat from), he is going to have to provide that he got the boat from them legally (At least a BOS), additionally they would have to do the whole lost-title thing which they probably dont give 2 shits about, back to square 1.

This.
"Boat had rotten deck in cockpit and a small place on the front deck cut out, needs to be replaced. Needs bilge pump plumbed. Needs livewell pump and plumbing. Wiring for everything except the engine, gauges, trim/tilt has been removed and needs replaced."
Anyone who buys this "rig" better have a lot of $$$ and a lot of time to spend on it.

Got any friends in MS? You could "sell" it to them, they register it in MS (not strict) and then sell it back to you. You register boat here and you're good to go.

Yep, stay away from it. Stringers are prob. all gone and transom probably has rot inside, unless it can be proven to have been totally redone. Had a '91 skeeter for 18 years, stingers rotted out, but got my moneies worth out of it.

Absolutely.
No papers, rotten floor, old motor.
It would be impossible to buy that boat cheap enough to make it worthwhile.

Dude, your question was answered many times over. In fact, you posting this is because your better judgement is telling you all you need to know.
There are hundreds of boats for sale without hitches but you seem hard-headed so go ahead and buy it.

I am sure the title and registration will be beat to death. But if you buy a 500 dollar boat, you will eventually spend 2000 on it and still have a 500 dollar boat.
Get a 14-15 foot jon boat with a nice 25 on it you will be very flexible and maint will not put you in the poor house...but it used and take good care of it and you will sell it for what you bought it for a few years later.

Checked out the boat. Stringers are solid, the bad spots in the deck are already cut out and ready for new wood. Trailer is in good shape with new LED lights all around. Motor runs great, and it has SeaStar hydraulic steering that didnt show any signs of leaking. Worst case scenario I part out the boat and break even or better. WLF also said registering wont be a problem. Lets go fishing!
