Probably making a phone and they don't want direct competition for their services? Only thing I can think of why they wouldn't want to do it.

I don't think that's much of a factor at all. Streaming was originally sold as a throw in/add on product for Prime. They probably want as few people as possible actually streaming the free content and see it as a loss leader to upsell people paid streaming. Android users have a pretty bad reputation when it comes to actually paying for things. If Amazon does end up selling a phone, the reason would be to sell more Amazon content. If they thought a mainstream Android Prime app would sell content, it would exist whether Amazon planned to bring out a phone or not.
