He doesn't want EBR Parish Schools to be like Orleans Parish schools.

As a whole Orleans Parish has a better grade score than EBR does...

There are almost no Orleans Parish schools run by the school board.

The school board in Orleans Parish only runs 19 schools in the entire parish while the RSD has 70 schools, almost all of which are publicly financed private charter schools. LINK LINK
And of course those school board run schools score high. Otherwise they would have been put into the Orleans Parish RSD.

Orleans Parish - OPSB only A 108.2 A 132.2
Orleans Parish - RSD only C 71.9 D 80.9
Orleans Parish - OPSB and RSD C 83.4 C 96.3

East Baton Rouge Parish - EBR only C 80.3 C 95.3
East Baton Rouge Parish - RSD only F 48.0 F 59.5
East Baton Rouge Parish - EBR and RSD C 78.7 C 92

OPSB scored an A, OP RSD scored a C
Both groups together scored a C

EBR Schools got a C, EBR RSD got an F. and together they scored a C

Each parish had a C,; however NO has a higher grade number.

So, Russian, if we relate this fact back to your OP, 70 minus 19 equals ..........
