An unpaid ticket that is charged to you is a debt to you. If you don't pay it, I would assume at some point, you will have a collection noted on your credit report. I don't think they will sue you over it... but it could be negative to your credit if it gets reported.

At this point I think your only option is to try to fight the ticket with the government that issued it... and good luck with that.

You have to sign to accept the debt for it to go on your credit report. I have ignored two of these and neither is on my credit report.

ETA: Also, i think they have to have your SSN for it to go on your credit report in the first place, and the camera companies don't have access to that (by law? not sure).

I think the point is no government agency issued him a ticket. They essentially contract out these privatized monitoring companies to issue these things and try to collect on them
