The governor can propose and the leg can pass a budget

Actually, the Governor does submit the budget. Then the legislature will debate, makes changes if enough votes are there, and submit back to the Administration.
From there, at least in LA, the Governor has line-item veto power, which can be overridden by 2/3 majority of legislature. However, typically, and smartly, the Gov will wait until after session ends for any vetoes that legislators may not like. That way, they have to call themselves back into session to override, which never happens.

Well I think Medicaid (Medicare is federally administered, so doubt he could touch that - OP might want to change the thread title) should be eliminated entirely, so I have no problem with this.

so you have no problem with 800 million allocated to help offset cost for the elderly being used to balance the budget of our state and we still have to at some point repay the 800 million or tax the elderly?
Posted on 2/24/14 at 12:54 pm to hawkeye007
Well, I hope they just decide not to fund the $800 million for the elderly and let charities or their families or their own savings fill the void as it should be.

lets be realistic here if they didnt fund the 800million for the elderly that would be a political nightmare

I am just saying what I want in a perfect world. I realize it is unlikely. If you are running a business and have some cash earmarked for an expense that is down the road, probably spread out over a long time, and you need funds for other near-term expenses, then you use the cash earmarked for long-term expenses since it is needed now for something else. It's not like Medicare where individuals are taxed part of their paycheck and the funds are then used to pay Medicare expenses. Medicaid, as I understand it, is an allocation of general budget dollars to begin with. If I am wrong, please correct me.

to be honest i dont know ..

The funds in question, by state law (2012 Louisiana constitutional amendment), must be spent on Medicaid expenses, which they are in this case.

Refreshing, someone admitting they don't know.
Seriously, I don't see enough of that around here. Few people ever want to give an inch.

Essentially, yes.
In Louisiana, the Governor is King.

He has cut taxes, and he is balancing the budget.
He squandered the Katrina sales tax bubble and is selling off the state's capital assets to pay for recurring expenses. He has sucked the rainy day fund dry and given away the OGB surplus. All in the service of his dubious presidential aspirations. He's a fraud.

that sums up what i think about him

I love it when people criticize Jindal for spending the rainy day fund.
Didn't we just have the worst recession since the Great Depression? How much does it suppose to "rain" before you tap into the rainy day fund?
Jindal has lowered taxes, cut back on state workers, and he has lowered state spending after the Katrina "bubble".
I don't like his leadership style or everything he does either; however, his spending policies and his efforts to cut taxes were very much appreciated.

Uh, no, not in Louisiana which was largely unaffected by the housing crash and the national recession.

Jindal Drains Medicaid fund to balance budget
I DESPISE seeing governmental entities, such as BREC and the EBR Library Board, sitting on millions of dollars in their accounts in banks while claiming they cannot cut our taxes or they will go broke.
If we could ever find out how many hundreds of millions of dollars local and state governments have in their piggy banks, there would be a tax revolution.

The one government employee who can balance a budget, we should hang him!
This is why I hate the loser in the white house, we are going to have to give up important things to right the ship. No other way around it, be a man and grab your balls (or your "wife's balls" in POTUS case)

thats just it he cant balance a budget, he has used onetime money from various sources to balance the budget for years. he runs around claiming how his conservative ideas are doing for louisiana. he could have with a republican base of legislature changed the LA constituion but hey he was to busy running across the cournty telling everyone what a great job he has done

Jindal can't take a penny out of the rainy day fund. Only the legislature can do that.
Plus having almost a half-BILLION dollars in it today does not sound to me like it has been "sucked dry."
So, exaggerate much, Drama Queen???

Or the governor could push for a change to the state constitution.
