Couple of things from the article.
Great question.

Louisiana has been named one of the most advanced states for adopting driver and road safety laws in 2013 by Advocates for Highway and Auto Safety.

John Cunningham added, “If this is true, then why is (auto) insurance in Louisiana still one of the highest rates in the U.S.”
Great question.

I guess inspection sticker checkpoints on an interstate is now considered revolutionary

Infrastructure is bad for one and LA is near the top for percent of drivers who are uninsured

Drivers in other states have insurance and never sue? I don't think so.

I have noticed the I-10 e/w shutdown threads have been reduced from 7 days a week to about 5

Louisiana is still the most expensive state for auto insurance. Period.
Edit: I live between Covington and Mandeville and paid $500 a month for 4 cars and drivers (two kids at LSU). I had to get a apartment in West Mobile for work use and my insurance quote for that address is $270 a month for all 4 cars and drivers. USAA stated that my kids may use the parents address as long as they are full time college students.

Because we use auto insurance as maintenance and we sue everybody for everything.

Because:
LA is ranked #1 for worst drivers in the US based on careless driving, failure to obey signals and speed traps
So ... blame traffic cams and speed traps?

If this were true then an insurance company could easily make a fortune by slightly undercutting the competition's rates. Why do people think everything's a conspiracy?
