I think I got mice coming in through them....These aren't for some sort of ventilation are they ? I was just thinking some silicon to allow for movement but keep the bugs and critters out...? Thanks OT

They did this when the built my house too. I forgot what the exact reason was, but they said it was on purpose.

Those are weep holes it looks like, they let moisture out I think.

Don't think I would plug them up. Get some good pest repellent and spray inside and outside your house.

Never had nice problems so not sure about that. I'm sure you buy something to solve that issue.

A weep hole or weeper hole is a small opening left in the outer wall of masonry construction as an outlet for water inside a building to move outside the wall and evaporate. The term was coined by archaeologist C. Leonard Woolley after finding evidence of weep holes in ziggurats. Plastic "weeps" are used in modern masonry construction.

Weep holes to allow the moisture that gets behind your bricks to get out. Don't fill it with anything impervious like silicone. Some people stuff steel wool in it; however, there are better products.

The demonstration home (LaHouse) across from Alex Box Stadium has examples of products to fill it with. They are open today:

Do not fill these in. When I built a house years ago they forgot them on one side of house. Disaster ensued with indoor flooding.

As the others say, those are there for a purpose and I wouldn't stop them up. They only lead to the interior surface of the brick, so there should be several solid layers to keep critters out...I really don't think they are the problem. I would suspect a space around a pipe or something similar that goes through more layers of the wall.
