That's how it works.
Pot 1 is the top 8 seeds
Pot 2 is CONCACAF and Asia
Pot 3 is CONMEBOL, Afica and the lowest ranked UEFA team
Pot 4 is UEFA

ETA: It should be based on the UEFA Model for the UCL. Can you imagine the USA amd Mexico in the same group. Oh my.
