Just like the following tackles...
No dipshit, Brees was in a defenseless position as a QB. It's not that difficult to grasp. Hits to the neck and head of a QB are called penalties because they can not defend themselves in that position.

"But you look at the result of that … and again in real time … you can slow it down all you want and watch it and say, 'Look where the [arm is].' But I can tell you how I felt when I got hit. It felt like I got my head ripped off. And I get up and I've got a mouth full of blood. So there was no doubt in my mind that, 'Hey, it's gonna be a penalty.'"
49ers coach Jim Harbaugh said Monday that he thought Brooks' hit was legal.
"When we grade a player, if he has a penalty, we give him a minus," Harbaugh said, according to the team's website. "We did not assign a minus on that play. Thought he made a great play, just didn't get the result."
On Tuesday, NFL vice president of officiating Dean Blandino said the officials in Sunday's game got the call right.
"You can't make forcible contact to the head or the neck area, even if the contact starts below the neck and rises up," Blandino said in an appearance on NFL Network. "If there's force to that contact, it's a foul. Watch the initial contact, maybe around the shoulder, but it rides up into the neck area and brings the quarterback down with force. That's why the flag was thrown for unnecessary roughness."
Official....it was enforced properly.

You are arguing with retarded people.

Didn't realize Saints fans were still whining about the penalty 3 days later

This really is a special class of retardation.

Defenseless position in the pocket & when you roll out 2 steps to the left or right he can just throw the ball in the dirt to avoid a sack or loss yardage, because he is 'defenseless' still?
QB's seem defenseless inside & outside the pocket.
I hate the Kapernik non grounding as well. Outside the pocket QB's should be fair game unless he takes a knee/falls down.

Some of you are using a still shot as if that shows everything. I provided many still shots that looked like defenders choking a ball carrier. A still shot is not the defining evidence.
In the world of still shots solving everything, this tackle looks legal because the arm is not on the neck.

You guys are an impossible kind of stupid. I always liked the Saints too. I guess I should have realized/taken into account most LSU fans are Saints fans too. Whiniest fan bases in the country no doubt.

It bothers me that someone attacking you can be declared "defenseless". The chef can't take the heat but it's the kitchen fault.

I'm starting to think the same about you. If you look at the multiple gifs on the page of which I responded to your post then you can clearly see Bree's getting thrown down by the chin part of his facemask. At the very least its a personal foul facemask penalty. You sir are the one being a whiny douche.

Prove to me that you can read:

This thread is about a fine, not a penalty.
Posted on 11/20/13 at 2:37 pm to Choupique19
yet you are arguing that no infraction took place.
Which it clearly did.

Congratulations, you found the 1 pic showing a moment of the tackle nobody has a problem with. Look a moment earlier when the bicep hits Brees' neck, and a moment later when Brees is brought down by the chin.

The pic you posted his hand is touching the helmet. In NFL, a hand going anywhere near the head of a qb while in pocket is a penalty. Your own picture proves it's a penalty.

I agree, should not have been fined imo

Okay, I think the call was correct for the rules that are written. But this is downright pathetic of the NFL.
According to Schefter yesterday, they HAD to implement some sort of initial fine.
I bet it gets reduced upon appeal.
