Sure looks like LSU is at the same level as it was when Miles inherited it.

LSU lost the Citrus bowl when Miles took over! He brought LSU back to Atlanta in less than a year.

oh yah, Miles inherited THE elite program. Just came off a 9-3 season with a bowl loss against Iowa. LOL

I would say you are correct. We are at the same level currently as we were when Miles inherited the LSU program. That said, LSU has a dip in record every few years. This isn't uncommon for LSU as a program, regardless of coach.
